Want a New Website Design (WP)

Good Day Guys, Hope you all doing Great! 
I am running a website [link removed by moderator].

This website is currently build with Wordpress. I just want to know that, if i make a new website design using Adobe Dreamweaver, can we convert it into Wordpress later?
Looking for your kind suggestions and helpful answers.

Hi @Bilawal5FA6,

How good are you with code -- PHP, HTML, CSS and JavaScript?  How much do you know about custom WordPress Theme development?   It's definitely possible to do this with Dreamweaver, if you know how.

Beginners will have better results starting with a free or premium WordPress Theme and customizing it.

Advanced users can do it from scratch but most people start with a responsive template built on Bootstrap or some other responsive framework.  See 2-1/2 hour video tutorial below.
