I have just had to migrate my web site to a new host only to find it uses TLS 1.2 connectivity to the server. My old Dreamweaver is not compatible with TLS 1.2, but on the oformer host's server I could connect with passive FTP and SFTP.

All Dreamweaver versions prior to 2017 do not support TLS 1.2. However, as Dreamweaver is in minimal maintenance mode it may not make sense to invest in it just for an FTP client. Have you considered to use filezilla or alternative FTP applications for file transfers?
