Which alternative to PHP would be best?

Our website contains a "Career" page. The page features a simple form with an attachment. We had intended to use PHP for the form, but were told by the service provider that they did not use PHP. The obvious answer is to find a service provider that does. However, I'm curious if anyone here knows of a comparable alternative to PHP? So far the form is to be used just for the file upload and email processing. To start, I may also want to add "captcha" in the future.

Is the provider Windows based?  Could you use ASP/.NET?  DW may have dropped support for those technologies but MS has some free tools (search for Visual Web Developer Express) that could help you.
