why is dreamweaver changing %3D%3d and %2B to =

I'm working on a website that needs a bunch of links to an online ticket agency...when I paste the code

https://www.smalltheatretix.com/prod/Web_Order.php?CMD=05q%2BEDRsLhJhsN%2BI%2BhzMHw%3D%3D

dreamweaver automatically changes the three character %2B and %3D to = (equal signs)...anybody know what I can do to fix this? thanks...
