workspace question: Keeping tab groups collapsed

Pressing F4 collapses all the tab groups, except when the cursor wanders to the edge of the window, and the menus docked to that edge pop up. Is there any way to prevent that? Thanks!

Not exactly sure what you mean. Can you post a screen capture?

any time I press F4 the tab groups collapse, wherever context, or cursor position, ... as Nancy ask, could you please post a video, or a better explanation, or what you face
