It has never been in any Creative Cloud version of DW, though you can still add absolute positioning to elements through the CSS Designer or Code View and they'll act the same way in Design View (dragable with resize handles).

That function was removed after CS6 to keep newer designers from falling into the trap of Absolute Positioning especially in regards to responsive web design.

I think you will find its been removed as using AP divs to build a website is unstable. I no longer use DW but if you cant find it then that is the reason its been pensioned off.
