Dreamweaver 19.1 and 19.0 system requirements - Windows 8.1

Is it possible that dreamweaver 19.1 requires Microsoft Windows 7 with Service Pack 1 or Windows 10 Anniversary Update version 1607 and there is not the possibility to use with Windows 8.1?

I have an update Windows 8.1 but I can't install this version.

Adobe announced in August last year that the latest Creative Cloud Apps will no longer work on Windows 8 and 8.1.  However you may continue to use previous versions.

When you say you Updated Win 8.1 did you mean you Upgraded to Win 10?

If you haven't upgraded to Windows 10 then you can't install the newest versions of some apps.
