Dreamweaver 2018 HTML cursor should go between tags when I hit enter

I have searched for a hour now. All I want is an option where the cursor gets between the HTML tags after I hit enter.

I tried Dreamweaver 2018 and 2017, same result.

I thought the right option would be under Code Format > Tag Library and then choose before, inside and after line break but this didn't change the behaviour
