The technique works perfectly for me. There is no other way. Try relaxing and make sure you are dragging just the tab from the panel. Hold your mouse down until you see the line appear as depicted in the tutorial's screen capture. It will work, but you need to try harder to get the gesture correct.
That said, there is absolutely NO REASON to use Dreamweaver 18. It has nothing of value... unless you are a Bootstrap fan and need the half-baked automation Adobe put in DW 18 for Bootstrap 4. For an average web designer, CS6 is all you will need, and it brings the peace of mind that all of your plugins will be easily installable. It is also significantly quicker and more stable in every way.
But it's your decision and I can only try to help
The tutorial, however, most definitely works. I just opened DW 18, dragged the Insert BAr back to the panels, then dragged it back and made it an insert bar again. No problems.
Re-read the tutorials and follow each step precisely.

That is not one of the steps. I promise you it works. If by chance you are a customer of ours, you can take advantage of our free support (even though this is not a PVII product issue) and call us on the phone. We do tend to provide a lot of support for Dreamweaver in general as Adobe support can be a little interesting sometimes

I'm afraid we have a policy of not using remote control or remote viewing software. We've had reports from our customers of Adobe Support accidentally corrupting hard drives to the point where a reformat was needed. We cannot put ourselves in that type of position. Sorry.

I'm really sorry. Is there a language issue? If so, perhaps we see if we can find someone who can fill in the gaps for you. Is Spanish your native language? Would it help if you saw the directions in your language?
