Dreamweaver Wont Let Me Switch View Modes

I'm supposed to be able to view this site in design mode (for a school assignment) but Dreamweaver is not even giving me the option to switch to anything but live mode? It's for an assignment in a book called Adobe Dreamweaver CC 2018: The Professional Portfolio Series but my version of Dreamweaver is 2019 I think- is that my problem?Screenshot (25).png
