Site I am trying to build using my old DreamWeaver MX scrolls fine in design tool but not on any browser.

I tried several ways to scroll vertically but none are effectual.

The age of the website building tool (DreamWeaver MX) I'm using may tip you off as to how much a noob I am, but I've never seen this before.

Old site, old development tool and old web development method. They are even older than me. I have been septuagenarian for only 7 years.

Remove the below which starts at line 3 in your code and ends at line 174. That may help with the scrolling or lack of it.

As an aside note using tables for layout is way out-dated but if you're just doing something to fill in time then consider it a warning - if you intend to pursue developing to any serious degree then you should set time aside to learn up-to-date workflows.

By the looks of things, the missing scrollbars are the very least of your worries.  And the 55 code validation errors don't help matters.

Maybe it's time to hire an experienced developer or switch to a modern DIY site building platform like Wix, Squarespace, Webflow or WordPress where no coding skills are needed.
