I think you may have a misunderstanding about what the Visual Media Queries bar is used for.

Use Media Queries to design responsive sites in Dreamweaver

It's mainly for showing how elements reflow at specified breakpoints on  different devices (mobile, tablet and desktop).  You may toggle the Visual Media Queries  from the common toolbar (left side of screen).  See screenshot.
