how to make website theme

my site, i will try make new theme for coding Adobe Dreamweaver, but i can't make perfect design, please anyone suggest me how to make full responsive theme

First define a local site folder for your project.  Site > New Site.  Example, C:\MyTestSite. 

See screenshots below.

Go to File > New > Starter Templates.  Select one and hit the Create button.

Save document.   DW will save files and other assets to your site folder as shown in your Files Panel.
