Unfortunately, Adobe no longer offers language or platform swapping of Creative Suite software.

A Creative Cloud Subscription does allow you to download programs in other languages though. Basically, you set the language in the CC Desktop App first then download and install the programs in that language.

Creative Suite is no longer sold or supported. You can't change the language.  Sorry.

Alternatively, you could use Brackets, a free code editor.
