Message When a Part of a Graphic is Clicked

I have a map of the state of Oklahoma. 10 of the counties are a different color. When a viewer clicks on one of those differently-colored counties, I want a message block to pop up that tells some details about that county. I thought that it was a "Disjointed Rollover" and when I followed the directions, it only allowed me to swap out images. Is this the right thing and I need to make each "details block" a graphic? If not - how can I get this to work?

These 'hotspots' are image maps, see How to include interactive hotspots in your web site​. On the link that is used for the 'hotspot', you can use a tooltip or popover to show more detail

Or you can add a title="something here..." attribute to the hotspot.  It's nothing fancy but it works.
