Problems with Dreamweaver CS4 after Windows Reinstall

I had to do a clean install of Windows 10 after the latest version update kept failing to install. I backed up my PC with Acronis and after the clean install completed did a Recovery from Acronis. Many of my apps came back thought I've had to do some new installs as not all the registry entries and links were maintained. My Dreamweaver CS4 is one of those that is having issues. I keep getting a 147:20 error when launching it even after using the Adobe uninstaller app and doing a clean install from the original disks. Any suggestions on how to fix this?
