I've never had a problem with creating web photo albums thru the dreamweaver Command, but now I am getting an error message that say 'This command requires an active document" after the process has started and gets part way through. Any suggestions would be greatly welcom.

CS4 is no longer supported.  And it was not built to run on High Sierra.  So the failure could be caused by many factors.   If it worked before and suddenly stopped working, try Restoring Preferences.
