Where is "insert HTML comment" NOW? Not in common toolbar anymore? CC 2019

Helllpp...I just want to insert HTML comments. Once it was in "insert" panel, then it moved to the "common toolbar," now it's not there either. Where have they put it NOW? Why are they trying to drive me crazy during a holiday deadline? 
I'm working in Dreamweaver CC 2019.

It's still part of the Common Toolbar.  If you don't see it, click the 3 dots icon to customize toolbar.  See screenshot.
