A way to disable the default "Add to my current Library" for all CC apps - data allowance and bandwidth resource killer for freelancers and small business

Is there a way to disable the default "Add to my current Library" for all CC apps from a single place/panel/preference?

Request: Would it be possible to please, PLEASE, not enable any form of uploading of assets ( other than Preferences) to the cloud as a default. Some CC users work with really large files and not all of use have unlimited broadband or fibre.
