You need to get the license with 0 GB of storage for All Apps if you don't want the users to store the files over the cloud.

As your console is migrated to the new storage model, you can reclaim the assets when any user is leaving the organization: https://helpx.adobe.com/in/enterprise/using/asset-reclamation.html
