Are you using the Enterprise Dashboard?

If so

1. Ensure they are using the correct ID type. So if they have been added to the dashboard with Enterprise or Federated ID ensure they are not using Adobe ID or vice versa.

2. Get them to sign out and sign back in to check their entitlement.

3. If problems persist then try this:

The opm.db file contains cached user login information and deleting this file is a useful troubleshooting step. Once deleted a fresh file will be automatically created when you lau

  1. Close the Creative Cloud application.
  2. Navigate to the OOBE folder.
    Windows: [System drive]:\Users\[user name]\AppData\Local\Adobe\OOBE
    Mac OS: /Users/[user name]/Library/Application Support/Adobe/OOBE folder
  3. Delete the opm.db file.
  4. Launch Creative Cloud.
