Admin Console Rights Are Missing

Sign in and get the message,

"You don't seem to have access to the Adobe Admin Console. If you think you should, please contact your system administrator."

I am the system adminstrator. Who should I contact?

Hello,
You have two accounts. The Admin rights you have are on Adobe ID, not Federated. Make sure when you try to login using the personal account, not the organization. Check if this works.

This doesn't make sense to me.  I, too am the only person on our organization's account.  But it still tells me that I don't have admin rights.  What would a personal account have to do with the organization's account?  I need to get this solved.  Thanks.
