Adobe Express 'Free QR-GENERATOR' application

Inquired about the Adobe Express 'Free QR-GENERATOR' application. Adobe advertises it as a free application (which was still working a few weeks ago on the web browser), but now when trying to use it, it redirects to the Adobe portal with a license request where the user is asked to obtain a Photoshop or Creative Cloud All Apps license. Shouldn't this program be free for business use as well? What could be causing this license request?

It is free for individuals who want basic content creation tools, limited generative AI credits, and assets.
