Adobe libraries. Do you need a license to view/download an asset in your library?

We have a team creative library with all our companies assets. I want to share this with the company so they if they are looking for an icon, vector a logo, etc they can just download it. I'm getting feedback from a few people, you need a licence to view this? Possible workarounds?

Hello,

I think the user just needs an Adobe ID to access the shared libraries. I would appreciate it if you could share the screenshot of the error they are getting in accessing the files.
