Adobe Licensing Toolkit not working well on Windows 10

Hi, I´m working monitoring the Adobe licenses of my company, when someone have to leave the job, I take back the license of Adobe of the computer. Usually the computers are MacOs and Adobe Licensing Toolkit works very well on take back the license (using the command "-t" or "--deactivate"), but when I use the procedure of the official page (https://helpx.adobe.com/es/enterprise/kb/sdl-toolkit.html ) on Windows 10 64-bits, the command line marks "Adobe Licensing Toolkit (1.1.0.100) ERROR: Access denied. Operation Failed", I tried it in the administrator account, do it on the PowerShell, writing the direction by myself, probe it on different computers and nothing works. before. I really need a solution for this.

Have you found a solution to the "operation failed" error? I'm trying to install a license via the toolkit but that's the error I get.
