We are a large organization with our own server. Adobe programs are very slow. But this is not the case if the work goes directly through the ISP's server.
What is the problem and how can it be solved?
Unfortunately not yet.
I am a designer who has been demanding for almost five years to fix this problem. Now I know exactly where to contact to pass this information to our IT-department, because I am sure that the problem is in our server and security policies.

No. All programs installed on local computers of each designers (one copy to work comuter and one to home).
Programs installed on work computer work slow. Home computer work normal fast.

that sounds more like an work computer environment issue than an adobe issue, but maybe adobe support can still help:
open the support tab on your admin console > start chat or start case or request expert session.

SO, if I understand you well: when working at the office with office computers, Adobe programs are slow, when at home they are fast. What are the computer configurations? Are they exceeding the minimal requirement? Are your data on a NAS or locally?

You got it right.
Each designer has his own working computer: Intel Xeon CPU E5-2697 v3 2.60GHz x 2.60 GHz, 64 GB RAM, Windows 10 Pro.
My home computer: MacMini 3,2 GHz IntelCore i7, 64 GB RAM.
The data is stored on our remote server as it belongs to the corporation.

assuming data storage is insignificant (which is otherwise an obvious place to start troubleshooting), did you contact adobe support?

IT-Department has not contacted Adobi Corporation. But began to gradually disconnect the tracking program which our security service will establish. Therefore, they found a program that slowed down everything: www.elastic.co/
