Adobe User Requests Emails Change

When an user request a product, I usually receive an email with the information. And I receive an email for each person. Now if there are more than one user request I am receiving two request on each email. When we receive these products request we need to check with the user as to what their use case it. I would reply to the request email and send it to the user asking for the information. Now I end up with two users on one email. I have to tinker with the email in order to send to the user that I may need to get info from. And today it sent me the emails for two users already sent and skipped two new users altogether. If this is consider an update, let me tell you it is not. It is more of a setback making it harder to see what is going on without having to actually to go to the admin console. Do we have to keep the request emails this way or is there a way to get it back to the way it use to be?

As per my knowledge, the Adobe emails are not designed where the admins can validate the request for the users by replying to the email. It is just to notify about the product request and the process to validate the request will happen internally through email or different channels and then approve from the Adobe admin console.
