Animate 21 won't update on Windows Server

I can't get the new version to stream to my students. I use AppStream to run the program in the cloud and stream to the students Chromebooks. All the other Adobe Programs work and so does Animate 2020. It will not update through the CC Desktop program because it says the computer does not have the correct version of windows. It is checking for the windows version number, but the version of Windows Server up to date. There are a bunch of new cool features I want to use in the 21 version. My students will not be returning in person for awhile.
