Can not add user to product

I have a user I added. I I click the user, edit, add to product group.

 

I go to Adobe Pro, click  add user. type in user's email. Adobe will not let me add the user to the product.

 

I can't add the user to the product, and I can't add the product to the user.

 

Any advice?
