Can you deploy Acrobat Pro 2019 where it doesn't require a sign-in?

We have a University environment where we will not be creating Adobe IDs for all 50,000 users. instead, we will create Enterprise IDs for the users who will receive a full Creative Cloud account. This is done because we are decentralized and have to be able to bill appropriately.

However, we would like to install Acrobat on the majority of our lab machines and for the majority of the 6,000 faculty and staff who are not receiving CC accounts. This is a problem as Adobe is telling us that in order to use Acrobat, the user must sign in with an Adobe ID.  We want to avoid this if at all possible, but we can't find any solution or work-around for it (everything on the forums is from 3-4 years ago and is worthless now).

Does anyone know if this can be done, or are we at the mercy of Adobe and forcing the users to create IDs to use Acrobat?
