I need to change the email address of one of my license holders in Adobe Acrobat DC. I am the administrator and can change names, but cannot change their email.

If you have added the user as Adobe ID, you will not be able to change the email address. Adobe IDs are considered as personal email addresses and only the end-user is authorized to change or update the email address via adobe.com.
You can remove the user and readd it again with the correct email address. Changing the email address is only applicable for Enterprise and FederateD ID's on Adobe Admin console.
