Creative Cloud Manager Network Proxy Overload

Summary

MacOS CC users. Enterprise password changed, CC sent millions of proxy requests (with now incorrect credentials), Net Ops turned down ports.

Detail

We're using CC (5.3.0.256) on macOS Sierra (10.12.6) on two iMacs (latest 27") and a 15" 2017 MPB Touchbar). These machines are in an enterprise setting and the Macs are setup with the proxy.pac information on their ethernet ports, but are not bound to AD. Just before Thanksgiving, all three users's passwords changed on their Windows systems, but none of them checked their Macs. The two users that were logged into the Creative Cloud Manager had their ethernet ports disabled that were connected to their Macs (an iMac and the MBP) because CC made "a million plus proxy requests in a 48 hour window", but the iMac that wasn't logged into CC had no issues even though it had multiple internet connected apps open.

Question

Does anybody know a way to force CC to (very) significantly reduce the amount of proxy requests it makes or to limit it to only connect during specific times in a given period? The current behavior will create a situation where every 90 days, these ports will be shut off.

Preemptive Responses

No, we cannot setup AD on the Macs, corporate does not want that, yes we agree, that they should be on AD.

While the users have now been asked to check their Macs when their password changes, there is no real guarantee that it will happen
