Is there a way to revoke access to all tools in the experience cloud without deleting the user? We want to suspend, deactive, or change the password for users without deleting them. How is that done? If it is not possible what is the alternative?

You can revoke access by removing the relevant product profiles from the user. Go to Admin Console > Users tab and edit the user. Remove the Product Profiles associated with the product you want to remove access to. Alternatively, you can navigate to Admin Console > Products and choose the product or product profile. And then remove the user.

This doesn't really answer the question.  There is a column in the user list called "Status" that shows "Active" so presumably you can deactivate an account somehow?  I don't want to just remove products. I need to be able to suspend an account so the user cannot log in.  How is this achieved?
