Designing/Creating Newsletters for Adobe Campaign

Hi Designer here,

our customer uses Adobe Campaign (don't know if Classic or not) to send Newsletters out.

They require from us, the designers, to deliver the newsletter as as ZIP File with HTML and Images.

I have no experience with Campaign, am wondering what the best practice is to design and deliver what they require. Is there an Adobe product to create and deliver what they need? I've seen Spark mentioned(?), of course Dreamweaver can make newsletters (but it's been a long time since I've dabbled in HTML). Is there something simple/intuitive? Currently we have the Creative Cloud Plan, but if there's a software which isn't included in it, we could thoretically also get that.
