Does Adobe Pro allow a user to lock the PDF so no one can edit the PDF. If not, what license/version is needed to do this?

Acrobat Pro not Adobe Pro can set security so other Adobe software will not edit a PDF. But be aware that a lot of commonly available non Adobe software ignores the rules so this is not real security. Any document can be edited in reality, or faked.
