Does documentcloud.adobe.com / acrobat.adobe.com block public IPs

Hi,

I'm troubleshooting an issue for a client of mine who has issues connecting to documentcloud.adobe.com / acrobat.adobe.com, but after the original TCP negotiation, TLS connection fails. 

We've moved the client over to another ISP with another IP temporally and the site is accessable again.

Is there a way for me to check if Adobe might be blocking their IPs?
