Downloading apps from Adobe Cloud in enterprise

Hello, our organisation has approx 200 users that use licensed applications from adobe cloud. I'd like to know if there is a model with Adobe cloud where SaaS applications that have a downloadable client software are available to the licensed user without requiring us to create package every time and deploying that package to user devices? 

I believe there are methods that rights can be elevated in the background to white list apps and locations to allow installation which are invisible to the end user.

There is only two option to install the application on the device for the users. First, the admin can create a package from the admin console and install it on the devices, and secondly, the end-user can install the apps on their own once the named user licenses are assigned under their account.
