I've been trying to get Adobe Ilustrate and Adobe Cloud on my Windows Laptop and when I try and open the installers, but none of them actually open, they just slighly load but never open. I've tried almost everything I can find but it hasn't yet worked.

install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.
if you have trouble downloading the cc desktop app or you see an error message when trying to install, make sure you have a compatible os (https://helpx.adobe.com/creative-cloud/system-requirements.html), and use the alternative download links at page bottom here, https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html

I've tried all of this, but no matter what all that happens is my mouse changes to the loading blue circle but nothing happens 😛

contact adobe support. there are 2 ways to contact adobe support; chat and twitter (now x):

in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

As a first step, have you tried re-booting your laptop?

If nothing is installed and/or working properly, you could try using the creative cloud cleaner ( https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html ) to remove any remnants of a potential bad installation before re-installing. Or when things get really weird in the OS, I would usually recommend trying to install in a fresh user account on the OS to rule out any user account issues.

You first download and install the Cloud Desktop app. Then install the apps using the Desktop app.
