How can I create an Offline Package Installer?

Hi, I am kind of new to the whole package installer deal. We have 100 device licenses and obviously each device gets its on license. However is there a faster way to install cloud applications than going to each machine and downloading the applications again and again? I was wondering if there was a way to have the application files already on a flash drive (because they are all the same) and have the package installer pull locally while it also pulls a new device license from the server. It will make installs a heck of a lot faster then downloading every single application once more.
