I have a personal Creative Cloud account on my personal laptop. I paid for a separate Creative Cloud account for a temporary worker to edit files in Adobe InDesign on their own laptop. They are no longer employed, and I need to access/download the files they created. I have the sign-in, but I can't access their InDesign account on my laptop because it will only recognize my account. How do I get access to their files?
If I understand you well, you do not have access to the Laptop?
You can use a web browser to access the data stored on the creative cloud. The link to use with their ID is https://assets.adobe.com. If they worked locally, you can't access the data, and you need to contact them.
You can also use a different computer, to set-up Creative Cloud or you can use a different user on your computer.
You even can sign into the second account on your computer, instead your own ID, but then, you will

What happens when you log in your machine using the other account credentials, did you try that?

BTW: These are situations to be cleared at the hiring, not when the people are gone.
