How to add a freelancer to my Creative Cloud storage library?

I have hired a freelancer who brings her own CC licenses, etc.  I have significant amounts of assets stored in my CC storage that I'd like to expose her to -- but Adobe is telling me that I must purchase a licence within my instance of creative cloud to access these assets.  That seems 100% backwards to me.  

How are other users sharing information with freelancers in this sort of scenario???

Have you tried creating a new test library and adding the user to it? Please go through the steps mentioned in the following document. And let us know if this helps.
