I'm running into activation issues and I cannot deactivate previous activations because those laptops are gone forever. I contacted the live support but they told me they cannot help with a Photoshop CS3 problem. Now what?
I give up.
I called the Adobe support two times. If you really need your customer to call three times and visit forums in between where your cry for help is moved from forum to forum, then that just make me sad.
I also don't get why I need to threaten some person who runs support with a law suite as suggested in other forum posts. Can you not sort this out on your end Adobe??

Here is the chat transcript. I really need help.
Philip Hubertus: The serial number I have is 1045-1525-*****
Rao Ali: Hello! Welcome to Adobe support.
Rao Ali: Please allow me 1-2 minute(s) to review your account details.
Philip Hubertus: Thanks. I got this license back in 2007 when the company was still called NAVTEQ. It is not called HERE - just in case this is in your records as well.
Philip Hubertus: It's NOW called HERE. Sorry for my typo.
Rao Ali: We appreciate your patience and apologize for the wait.
Rao Ali: As I can see 2792 this serial number is for volume license
Philip Hubertus: Can you see any identifiers of laptops that will help to remove my previous machine and thereby free up a slot so I can re-register a copy of CS3 on my current laptop?
Rao Ali: so I need to transfer this chat to the volume license department .
info: Please wait while we connect you to a representative.
info: You are now chatting with Deepjyoti.
Please don’t close the chat window or browser tab since it will end our chat session.
Deepjyoti: Welcome to Adobe Technical Support.
Deepjyoti: How are you doing today?
Philip Hubertus: Hi
Deepjyoti: I am reviewing your query. Please stay online for 2-3 minutes and do not close the chat window or browser in order to ensure our chat session is not interrupted.
Philip Hubertus: I'm trying to activate a copy of Photoshop CS3 that I was running since 2007 but I get an error message that the maximum number of activations has been reached.
Philip Hubertus: I have had two laptops in between then and now and I never deactivated Photoshop on these when I returned them and got a new one.
Philip Hubertus: Can you deactivate them to free up activations against the serial number?
Deepjyoti: Please confirm if you are trying to Activate your CS3 product now?
Philip Hubertus: Yes
Philip Hubertus: Your file was successfully uploaded: 11-17-2016 14-59-07.png.
Philip Hubertus: Just sent a screenshot of the activation dialog
Deepjyoti: Ok. Please contact our Forums Support at : http://forums.adobe.com for activation issue with CS3 product as there is no dedicated Support Team for assistance with product version older than CS6.
Philip Hubertus: I'm sorry, but that is not helping me.
Philip Hubertus: I checked the forums before.
Deepjyoti: I am afraid, there is no chat support Team available for for assistance with product version older than CS6.
Deepjyoti: Please contact our Forums Support.
Philip Hubertus: The forum is not resolving the problem. There are actually many posts complaining about no help there.
Deepjyoti: I am afraid, you have been connected to Creative Cloud Team support and as there is no chat support available for product version less than CS6, we cannot connect you to any support Team.
Deepjyoti: Please wait for response on your thread submitted in forums.
Deepjyoti: Thank you for choosing Adobe.
Deepjyoti: Have a great day!
Philip Hubertus: Oh it will be a great day because I cannot do work.
Philip Hubertus: Sorry, this is really not helpful. The previous agent was able to look up the serial number and said it is a volume license
Deepjyoti: Yes, that is correct. I can see this is a Volume License. However as confirmed above, , there is no chat support Team available for for assistance with product version older than CS6 and the only support option is available in Forums.
Deepjyoti: I apologize for the inconvenience that you are facing.
Deepjyoti: Thank you for choosing Adobe.
Deepjyoti: Bye, take care.

Since you mentioned it was a volume license: Deployment for Creative Cloud for Team, Enterprise, & CS might be the better forum.
I've moved it over there.

When you have a non-functioning computer and can't deactivate a serial number
Be sure to ONLY ask for activation support to adjust your activation count

Generally, to deactivate any Adobe products, you need to go to:
Help >> Deactivate
Or on newer versions:
Help >> Sign Out
However, if the machine is no longer available because it had a fault or un-bootable, then you need to contact the Adobe Customer service. They are required to activate and reset the activation. If the clerk handling the case is not able to help then you need to ask to escalate this so that you can speak to or chat with the Manager. If the Manager can't help then clearly this becomes a matter to be dealt with by the respective courts in the country you live. You need to mention this to the Manager that you are entitled for activations to be reset otherwise you will take legal action to protect your consumer rights.
Hope this helps.
