Background. I administer the Adobe account for a small business. We have 20 licenses for Adobe Acrobat Pro DC assigned to 20 users. Every time we add a new team member we buy and assign another license.
Objective 1. How do I check if a user has activated his/her product license?
Objective 2. How do I check if a user is or is not using the product license i.e. whether it makes sense to keep paying for them to have the license or whether to reduce the number of licenses?
Any guidance appreciated.

Unfortunately, there is no option to track if the user is using the license.

Acrobat offers many facilities, and your users may be making use of them even if they never run the Acrobat app, and even if they never heard of Acrobat. For example
- printing to "Adobe PDF" to make a PDF
- using "Save as Adobe PDF" in Word, since Acrobat adds this to Word
- right clicking to combine PDF files in File Explorer
- using PDF creation add-ons in certain browsers
And no doubt more.
