Installation Failed CCP deployment

I have been hitting my head on the wall with this issue.  I can not get any app to install. We have 100 licenses for all adobe apps and when I try to install a specific app, in this case, Photoshop, I get a message that the The installation failed. (See Below)

Turns out you can't customize the install directory that way... my guess is I needed to put /Applications/Adobe2018, but I just set it to default.

Clarification, I am using packages created as device licensed. Here is how I created the package

1. I clicked Create Package at the top.

2. I name the package, select where to save it, set it to be a device license and set by deployment pool.

I uncheck the creative Cloud Desktop App because I don't want students messing with that.

3. Under Package Configuration I have the following settings.  I put Adobe Apps in a separate directory just to help keep the Applications folder clean looking. I have tried building a package with that set to the default deploy to application directory and I get the same installation failed result.

4. Then I select Just the app I want to install, in this case Photoshop.

5. Then I build the Package

So... what did I miss? why doesn't this package install?
