installation failure of CS4 using windows 8.1

Currently unable to install CS$ onto new machine running windows 8.1. Adobe site claims "no known issues" but on-line posts suggest there's lots of people having problems installing CS4 on windows 8.1 machines.

Some of the apps within the suite install but some do not.
