Internet connection messages

The Creative Cloud application very frequently puts up a message saying "No Internet connection" even though the machine in question demonstrably does have a working connection, and in fact background installs of CC Apps continue even when this message is displayed.

This is going to confuse users no end.

Is it looking for some particular speed of connection? If so, is this configurable? Or is there some other reason why this message keeps popping up?
