Migrating Users to a new Console Error

We're migrating our users to consolidate our console(s) into one.  We have Federated IDs on both using the same iDP.  When I assign a "Sign" license in the new console and remove the license from the old login to sign stops working.  The users match all details.  Doing a SAML Trace we get provisioning_code: MOVING_BETWEEN_ORGS_NOT_ALLOWED

I can add the license back on the old console and it works again.  I've tried deleting the user from the old console so the account is only in the new but get the same error.
