When adding a new user with license assignment (Acrobat DC Pro) a welcome email is not sent. There are no blocks on emails (I'm an administrator) and there are no logs from Adobe emails. I've even tested with personal emails (@gmail, @outlook, etc) and even these don't receive the email.
I've been facing this problem for at least 3 weeks now and phone support has not helped at all.

Did you use the phone support as indicated with the admin console? https://adminconsole.adobe.com/support
I strongly recommend chat, as you get a transcript.
Those users do not have an Adobe ID yet? It's some time ago that I invited new users to Adobe with my company's Teams account.
