If you encounter this error - "The necessary components are being downloaded. Come back later to use the tool once the download is complete. When accessing the "Remove Tool," please follow the steps below. 

Note - If you are an end user, please reach out to your Admin and ask them to do it for you.

To create a package, navigate to Admin Console > Packages, click Create a Package, and Install a managed package from the Admin Console, which includes the remove tool component for Photoshop.
