BravoXYZ,
I completely feel your frustrations. I have a corporate account and obviously, I'm behind a firewall and VPN, and just like you I'm on the latest updates of everything Windows 10. I've tried all suggestions by Adobe, including renaming/removing the OOBE folders, a clean re-install, and even a new OS upgrade, but everytime I reinstall Adobe CC I get a blank window on the next reboot or restart of the app.
I went with your solution to simply bookmark my browser to https://creativecloud.adobe.com/apps/all/desktop and use that link from now on. The system tray icon for Adobe CC is completely useless to me now.

Kindly check with your internal IT to check if any Adobe endpoints are getting blocked in the firewall: https://helpx.adobe.com/in/enterprise/kb/network-endpoints.html
