I completely feel your frustrations.  I have a corporate account and obviously, I'm behind a firewall and VPN, and just like you I'm on the latest updates of everything Windows 10.  I've tried all suggestions by Adobe, including renaming/removing the OOBE folders, a clean re-install, and even a new OS upgrade, but everytime I reinstall Adobe CC I get a blank window on the next reboot or restart of the app.

I went with your solution to simply bookmark my browser to https://creativecloud.adobe.com/apps/all/desktop and use that link from now on.  The system tray icon for Adobe CC is completely useless to me now.

Hello, 

This generally happens when the application is not able to connect with the Adobe server. There are multiple reasons like using proxies, VPN with some restrictions, security tools, etc. You can try connecting the machine with a different network (like a phone's hotspot), without a VPN or proxy. Resetting your Internet Explorer settings through the Tools menu might help: Internet Options -> Advanced tab -> Reset Internet Explorer settings section and press the "Reset..." button.
